To give user’s rights to the USB key in the registry so a user without administrator rights can reconnect USB devices.

Give users Full rights to:

HKey_Local_Machine\system\CurrentControlSet\Enum\USB

This will prevent the user from being prompted that they need administrator rights to install USB devices after the drivers has been installed at least one time.
